Rights culture, permissions culture
The expressions used by the late Keith Aoki, James Boyle and Jennifer Jenkins in their excellent pedagogic graphic copyright novel, Bound by Law (Duke University Press Books; New Expanded edition 2008) to describe the culture in which one must obtain permission for uses of copyright material that were not required in the past (and might have only a flimsy legal basis).
