Combating Online Infringement and Counterfeits Act (COICA)
United States Senate Bill S.3804, introduced by Senator Patrick Leahy (D-VT) on 20 September 2010. Proposes amendments to Chapter 113 of Title 18 of the United States Code to authorise the Attorney General to bring an in rem action against any domain name found to be "dedicated to infringing activities". The registrar of, or registry affiliated with, the infringing domain could be compelled to "suspend operation of, and lock, the domain name." The bill is supported by familiar copyright interests, and opposed by the usual suspects including the Center for Democracy and Technology and the Electronic Frontier Foundation.
