Bump-and-Dump
The colloquial name for the USPTO’s Patent Application Backlog Reduction Stimulus Plan, launched in November 2009. In November 2010 the USPTO announced its extension until the earlier of 31 December 2011, or when 10,000 petitions have been granted. So-called because it allows an applicant to 'bump' one application up in the examination queue if they agree to 'dump' another pending unexamined application.
